Within the broader context of the global reach of EU law, this chapter focuses on the EU’s legal influence on migration and how the EU stimulates (and sometimes achieves) changes in the domestic legal orders of the African States. A thorough analysis of the projects funded by the EU Emergency Trust Fund for Africa (EUTFA) shows how the EU supports the national migration authorities’ institutional and enforcement capacity in third countries. Such projects are effective in achieving legal objectives in third countries, namely preventing irregular migration to the EU, and reveal a clear EU external normative agenda. The combined effect of the prolif- eration of soft law instruments and the increased blurring of external competences in the EU’s external action facilitate this legal influence in third countries. Ultimately, this chapter problematises the use of funding to persuade third countries to change their domestic legislation or enforce it in a manner instrumental to the EU’s interests.
