- Based on a recent collective research which lead to an academic proposal for a Climate Act in Belgium, the intention is to look both back and forward, taking stock of the lessons learned on legal, political, sociological and even psychological issues, in order to assess the importance and relevance of adopting specific climate laws for allowing/facilitating compliance with the Paris Agreement and related European Union legislation and governance. A special attention is being paid to discussions on: - ‘governance by the goals’ and the need to impose, or not to impose, (binding) targets, - the notion of ‘independent expert committee’ - the request for innovative types of ‘multilevel dialogue’.
