- Abstract
- From the experience of a public university in Bolivia, the Universidad Mayor de San Simón (UMSS), the research evaluation processes were investigated to understand why this has become an institutional concern, through which instruments it has been implemented, and how at the same time it functions as a revelator of a university-scientific field under construction. In this context, it was decided to focus on the following three instruments because they represent the usual research evaluation practices institutionally recognized at UMSS: i) the Research Project Management System (SIGESPI) used over almost two decades to manage projects submitted by researchers to periodic internal calls, ii) the researcher's regulations that were discussed and approved at the I Institutional Congress of Researchers in 2018, iii) the evaluation methodology applied to six scientific master's degrees. Inspired by the sociology of public action, we conceive that these evaluation instruments are tools that are not neutral, that express a technical and social dimension and therefore imprint certain values, rationalities, logics. Also, the creation and use of such research evaluation tools took place in a given social space, what has been called a university-scientific field under construction, in which research evaluation processes developed. These processes have also been influenced by the globalizing dynamics of higher education and science. In this sense, the processes and instruments of research evaluation at UMSS have been mediated and conditioned both by the particular configuration of the field and by academic globalization. The approach of this research is qualitative and is framed as a case study because we addressed a particular situation and a problem in a given social context: the evaluation of research at UMSS. In this sense, the approach to research evaluation instruments at UMSS has attempted to establish their constitutive logics and to study their modes of application and their effects and/or results. To this end, research techniques such as participant observation, key informant interviews and documentary review were used. The main findings of the research show a relationship between a globalized field and evaluation instruments dominated by values such as productivity, competence and standardization. Also a reconfiguration of the local scientific university field from the introduction of these instruments where institutional agents and international cooperation assume a leading role in the design and use of research evaluation instruments. The axiological logics in the constitution and use of research evaluation instruments have been guided by criteria of scientific quality, social relevance, certification or accreditation, and internal deliberation.
