Abstract
This paper has been prepared for the Peer Review on “Comprehensive Follow-up of Low-income Families” within the framework of the Mutual Learning Programme. Belgium has relatively high proportions of single parenthood. The article situates the advancements and stakes of federal social integration program which invests in local public welfare authorities to empower single-parent woman. In short, Case managers have been hired in 5-6 PCSW (Public Centres of Social Welfare) to aim for a personalised approach through individual and collective support. The article situates this program in an overall complex public policy structure in Belgium and discusses the effects on empowerment through quantitative and qualitative methods. Results and recommendation adresses as well individual and collective social work as the local, regional and federal public policy orientations.
