(en) Belgium is a typical dyadic federation and characterized by a dual federalism. This bipolar dynamics is politically enforced in the obligation for a linguistic parity between Dutch- and French-speaking ministers in the federal Council of Ministers. In Brussels, a similar rule applies in the different governments. Relying on a political analysis and on interviews with politicians, this article explores and reflects on the linguistic parity in Brussels and in particular in the government of the Region and of the Community.
