Abstract
The sad role played by citizenship education in the propaganda for ethnic hatred that led to the genocide perpetrated against the Tutsi in Rwanda in 1994 shows that the aims assigned to political education in schools can be problematic. What, then, should be the aims of citizenship education in schools? What should be taught in citizenship education at school? How should this be done? What role should the State play in citizenship education at school? To answer these questions, this research presents and discusses nationalism, republicanism and liberalism as theories of contemporary political philosophy. According to nationalism, the aims of citizenship education in schools are social cohesion; according to republicanism, participation in the common good; according to liberalism, individual freedom. This research analyzes these aims and engages them in critical dialogue; it presents the elements to be taught and how to teach them according to each of the three currents. The research is based on the types of schooling citizenship education developed in Rwanda, French-speaking Belgium and France. It shows that, for all three currents, schooling citizenship education depends on the state. In order to prevent the State from having a negative influence on schooling citizenship education, this research proposes a decompartmentalized and a self-critical approach to schooling citizenship education, laying the foundations for the State's self-limitation in the area of schooling citizenship education, so as to ensure the necessary conditions for preparing an "autonomous and empathetic citizen" in democratic societies.
