In Gabon, despite growing policy recognition of adolescent and youth sexual and reproductive health, substantial needs and inequalities persist. This thesis examines how the implementation of Comprehensive Sexuality Education (CSE) can be strengthened. It combines a systematic review of determinants of adolescent sexual behavior in sub-Saharan Africa, a mixed-methods quality assessment of six interventions, and a qualitative study of the systems capacities shaping implementation. Findings show that strengthening CSE depends on negotiating its purposes within the Gabonese context, coordinating complementary interventions, translating policy commitments into institutional practice, supporting adaptation, and maintaining capacity beyond project cycles. The thesis proposes negotiated and institutionally supported translation as an analytical framework for more coherent and sustainable action.
