Territorial Factors Shaping Citizen Energy Communities in the French Alps

Abstract
Since 2010, citizen-led initiatives for solar energy production have spread across France. In the French Alps, 42 projects are active, ranging from village-scale installations to multi-municipal cooperatives, with a combined capacity of 27.6 MWp. Outcomes vary widely: some have equipped over 70 rooftops, while others achieved none despite years of operation. We investigate the spatial dynamics shaping Energy Community (EC) development in the French Alps to assess whether energy decentralization can scale beyond localized experiments. Based on 20 interviews with initiative members and spatial analysis, we examine how location, social capital, institutional support, and policy frameworks influence EC emergence and success. Most initiatives (83%) are in mountainous and rural areas, where dispersed settlements, limited investment capacity, weak grid infrastructure, and small participant pools constrain development. Spatial analysis reveals that citizen initiatives are significantly more distant from large-scale solar projects than large-scale projects are from each other (Mann–Whitney test, p<0.0001), indicating distinct spatial patterns for citizen-led energy projects. Success of these initiatives depends on three conditions: (1) support from regional actors such as Natural Parks during initiation, (2) involvement of politically connected citizens who can navigate local institutions and access public infrastructure, and (3) a diverse set of competences among participants, including prior solar experience, which helps reduce barriers. Beyond local dynamics, citizen initiatives function as laboratories of energy transition, experimenting new ways of producing and consuming energy. Yet their viability remains fragile, as policy instability favours large-scale over territorially embedded, citizen-led initiatives.
