Abstract
This paper inspects and analyzes the historical development of the UN-MGCY from 1992 until 2023. More precisely, we investigate its institutional evolution and impacts on sustainable development governance, with the more specific objective to assess if the recent UN agenda on youth and if the 2018 youth movements for the environment have had effects on the platform. UN-MGCY’s networks with other youth constituencies within the UN environmental governance system will also be investigated to provide a comprehensive picture of the major group. Our methodology relies on a database of youth participants in the annual Commission on Sustainable Development and following High-Level Political Forum on Sustainable Development meetings, interviews, observations, and surveys. This paper is one of the first attempts to analyze the UN-MGCY systematically and to assess the effect of institutional developments and civil society. It will deepen our understanding of children and youth actors and about to which extend and how they are gaining substantial importance nowadays in global environmental politics.
