Abstract
The EU climate legislative process is characterized as a highly complex system, in which a variety of policy actors interact in coalitions to influence legislative processes. Several coalitions are evident in EU climate policymaking, such as the Nuclear coalition, the Automotive Regions Alliance, and the ‘anti-combustive engine ban club’. However, current research is limited in taking stock of and explaining the varying types of coalitions that emerge in legislative processes in a systematic and comprehensive manner. Stemming from this, the paper aims to map and explain the different types of coalitions visible in the EU climate policymaking process by asking how do coalitions differ and under what conditions do different types of coalitions emerge in EU climate policymaking? The research draws on interviews, specialized press reports, official documents, and the Commission’s consultation platform, to firstly map, identify and characterize coalitions in four climate policies from the ‘Fit for 55 Package’ through multilayer network analysis. Then, qualitative comparative analysis will be applied to each coalition type to explain the configuration of conditions that lead to different coalition types. This research aims to develop a deeper and more nuanced understanding of how EU policymaking processes are structured and to shed light on the democratic governance of EU climate policymaking and the cohesion of the EU.
