Abstract
This chapter investigates to what extent free movement of persons, as a regional integration objective, is promoted in the EU external action when the EU cooperates with non-EU States belonging to other regional international organisations (RIOs) on migration in Africa. The tenets of the EU free movement regime and the importance of free movement of persons for Africa’s integration are scrutinised. Focusing on the EU’s external migration policies and the external funding financing these policies, EU-Africa migration cooperation illustrates that free movement initiatives in the African region are not taken into account in the EU external migration policies. These external policies are not based on a common understanding of migration, but on the EU’s interest in preventing irregular migration from Africa to the EU. This chapter problematises how the objective of preventing irregular migration in EU – Africa cooperation can undermine free movement initiatives in Africa and, in particular, in RIOs.
