Abstract
This presentation frames the US-EU framework on an agreement on reciprocal, fair and balanced trade through the lenses of 'emergency' as a legal and political concept. It links this debate to the IEE Jean Monnet Centre of Excellence on EUMERGENCIES. The presentation focuses on the instrumentalisation of tariffs as presidential emergency powers (under review by the US Supreme Court) and on the extent to which the US-EU framework agreement responds to or compromises EU security.
