Abstract
Confronted to poly-crises, the European Union needs to invest massively to ensure its security, stability, and competitiveness. The path to greater competitiveness and prosperity lies in a holistic approach that brings together all players, to leverage the strengths of both the public and private sectors, at both the EU and national level. It is all about political will, and, equally important, ability to engineer the negotiation.
