Abstract
The paper explains the involvement of the European Parliament (EP) in the negotiation of international agreements with third countries. The EP has veto power over the conclusion of such agreements, but it sometimes also gets involved through other activities that are not legally necessary. However, the EP conducts such other activities for some negotiations only, and when it does so, the timing of these activities varies. This paper asks 1) Under which condition are there EP activities during the negotiation processes of international agreements? and 2) Why does the timing of EP activities differ? It examines the effect of three sets of factors: 1) the learning processes in the EP; 2) the EP policy priorities that are at stake and 3) the salience of negotiations. The effect of these factors is tested utilizing logistic regressions, applied to a comprehensive dataset including the 340 negotiation processes of international agreements concluded by the EU since 2009. The [preliminary] results show no support for an effect of learning processes in the EP. By contrast, when EP policy priorities are at stake in an agreement, EP activities occur more, and there are EP activities during all phases of the negotiation processes. These results contribute to understanding parliamentary involvement in foreign policy, which is particularly demanding in terms of resources.
