Abstract
The EU is progressively taking measures to strategically direct financial resources from both the EU and Member States toward environmental priorities. It does so in two ways. First, the EU is adopting secondary legislation aiming at greening its expenditures. Second, the EU has also incentivised or obliged Member States themselves to spend some of their revenues on green activities. This communication offers to classify and characterise these recent developments in EU law. It will then briefly highlight tensions they generate regarding (1) the treaty provisions on environmental protection (2) the non-assignment principle in (national) budgetary law.
