Abstract
Belgian public policies are inspired since the nineties by a desire to systematically take into account human rights with regard to homeless people. Research on Homelessness in Belgium and french speaking sociology focussed mainly through ethnographic research the causes and consequences on homelessness, often depicted as an extreme form of desocialisation (Vexliard). In parallel there was an ongoing shift towards the active welfare state, which has led to profound changes in public policy (principle of activation, rationalisation and individualisation of care). The presentation will focus on a historical and epistemically discussion about how, why and what implications have research on homelessness in relation to society, social work and public policies. Our discussion is related to an evaluative research (CIRTES-UCLouvain and LUCAS-KULeuven) of a federal Housing First project that aims to recreate an environment conducive to a real consideration of social ties at a broader level than just housing, aiming at a multi-dimensional approach to living in dignity. We will discuss a comprehensive view of social ties (Paugam, 2003,2011) and forms of personal, institutional and societal support that allow for some protection and also deferred access to social recognition. The presentation will focus on how to conceive access to human rights through social work in relation to sociological research about integration
