As suggested by various authors - like Cooney et al. (2016), Baglioni (2017), Kerlin (2017), Enjolras et al. (chapter 18 in the present volume), Defourny and Nyssens ( 2010) and in the recent report of the European Commission (2020), trends in the development of social enterprises can be understood in a context of changing forms of government's support to the third-sector organisations and new emerging social needs, resulting from deep evolution of European societies.
