- This essay focuses on how local governance in Belgium manifests itself. To this end, it first provides a contextualised overview of the system as a whole and a definition of the term ‘local collectivities’. It then presents the various existing local authorities, with a special focus on the municipality and the province. Within the municipality, three institutions deserve to be mentioned: the council, the mayor, and the college. Within the provinces, there are also three important institutions: the council, the college, and the governor. The essay also describes the distribution of competences relating to those in the federal system. The competence to organise local collectivities and administrations falls, in principle, within the Regions and to the German-speaking Community. By exception, it is allocated to the federal level. It goes on by evoking the competences entrusted to local authorities and the territorial limits within which they are called to operate. The modification of the borders of a municipality and of a province is particularly scrutinized. It then looks at the way in which these authorities maintain relations with higher authorities, but also at the way in which they can cooperate. Lastly, it investigates how local finances are organised.
