Abstract
(en) The legitimacy of the use of mini-publics is mostly justified by defenders of a deliberative theory of democracy in conceiving them as a device which would be an anologon of the public deliberation by the public at large. This article analyses this justification and identifies four challenges : the internal autonomy of the mini-publics, the risk of fragmentation of political issues, the individualist social ontology and mostly the mass democracy challenge. The conclusion proposes to conceive a mini-public rather as a means of stimulate the public debate at large.
