(en) Since 2011, Belgium has been implementing a nation-wide reform of its mental health care delivery organisation (known as « Title 107 »). In 2014, 19 projects of service networks were established across the three regions of the country. Data were collected on 1,199 chronic and complex psychiatric users within these networks, as well as on 542 services. This article summarises the main findings of the first phase of the evaluation process. These findings show the effectivity of the implementation process and the domains to address in its subsequent development. In particular, results illustrate topics such as the development of community-based services, the need of formalisation tools for collaboration and continuity of care, and support for social recovery of users. Findings also show the wide variety of local settings from a common policy programme.
