Abstract
(en) This chapter looks back at the historical role played by Liberals in Quebec and Canada in the development of the concept of guaranteed minimum income (GMI, now better known as basic income). It discusses how the experiments carried out in the Netherlands in 2018-2019 provide useful insights into the stages of the concrete implementation of this utopia. The chapter emphasises the leading role that the idea of RMG should play in the administration of transfers, which should rely more on the freedom of citizens than on state paternalism.
