- Has the EU been successful in implementing its equal pay commitment dating back from 1957? Has it managed to eliminate discrimination on grounds of sex with regard to all aspects and conditions of remuneration for the same work or for work of equal value? At first sight, if one looks at the degree and slow decrease of the gender pay gap, it seems obvious that the EU equal pay policy should clearly be assessed as a failure. However, in this paper, I suggest that what can be labelled as a gender equality policy success at the EU level needs to be redefined. In order to do so, I build on the Gender Equality Policy in Practice Approach (Engeli & Mazur, 2018) and focus on the politics and governance of the implementation and evaluation process of equal pay at the EU level since 2006. The analysis is based on a corpus of documents produced by the larger possible range of actors participating to the public debate and policy process between 2006 and 2021. It allows to question the notion of policy failure and the multiple shades of success and failure, especially when it comes to the assessment of gender transformation.
