Abstract
(en) The purpose of this thesis is to present to what extent realignment theory can enlighten the analysis of the elections and the partisan evolutions in Belgium. The usual focus on the short-term political consequences of elections tends to ignore or minor their long-term impact. Realignment theory endeavors to place punctual events in a long-term perspective and stresses the idea of “discontinuity” with periods of normal politics punctuated at non-regular intervals by realigning eras that constitute moments of brutal and durable changes in the level of support for the parties and in the structure of the electorates in relation with durable changes in the set of issues dominating the political debate. The realignment’s theory is not only focused on electoral phenomena but also on the consequences of the elections on the configuration of the party system, the production of public policies, the functioning of the political institutions, and the relations between the political establishment and the citizens. Belgium has experienced electoral disruptions since 1945 with a large range of outcomes. Since some (new) issues tend to facilitate a change in governing party or coalitions of parties, it may trigger an “election of rupture” (or at least an “electoral adjustment” which corresponds to a minor realignment) if the electoral order in place is not compatible with an alternation in power (as Belgium in 1971, 1981, 1991 and 1999).
