(en) This research brief introduces ATOL-C, a decision-support tool designed to assist municipalities in developing their spatial optimization pathways as part of their Municipal Development strategy, in alignment with the Territorial Development Strategy (SDT) and the Territorial Development Law. These pathways aim to reduce land artificialization and residential urban sprawl. ATOL-C is built on three core components: net artificialization, residential urban sprawl, and territorial specificities. It provides an interactive analysis of artificialization dynamics and housing production while highlighting key territorial characteristics.
