Abstract
Recent research in the Brussels-capital region addressed major stakes about inclusion and accessibility of ECEC services. The most interesting research was conducted regarding to the policy context of either the French- or the Dutch-speaking community. Very few work approached both contexts in Brussels in a comparative approach. In these two contexts we find a very different pattern of approaches aiming to reinforce inclusion. Even if both contexts pursue an integrated approach, a combinated top-down and bottom up strategy in Dutch-speaking services has proven its effectiveness. In the French speaking services different bottom-up initiatives have shown very interesting results related to accessibility, inclusion and ‘competent systems’. Through this case study we compare the two different policy contexts through a combined study of key ECEC services in Brussels. The discussion relates these different approaches in a comparative manner in order to find relationships between top-down and bottom-up approaches.
