- Abstract
- This paper aims to establish a dialogue between the issues arising from the asymmetrical enjoyment of economic, social and cultural rights among different sectors of society and normative principles of deliberative democracy. It first sketches global trends of the implementation of ESCR noting the inadequacy of current institutional framework to address the issue of the uneven enjoyment of ESCR. It then presents the conceptual framework upon with is based the model of deliberative democracy. Finally, it argues that the inherent goods of deliberative democracy have a lot to contribute, as a complement to the existing institutional framework, to foster decision-making with regard to the implementation of ESCR
