Abstract
This PhD thesis aims to grasp the influence the modernization of public services on risk regulation at the front-lines. By drawing on an original analytical framework based on institutional logics perspective and critical theories, it shows the tensions produced by the coexistence of competing logics and the type of responses addressed by front-lines regulators. The empirical side of the research draws on case studies and is elaborated on a qualitative approach.
