- Europe plays an increasingly important role in health. This has not always been the case: the European integration has always been primarily inspired by economic developments, and social issues have only gradually been added to the European policy agenda. Even today, the mandate of Europe with regard to health is limited, and in accordance with the "principle of subsidiarity", the EU has only a supplementary role to the policies of the Member States. Nevertheless, there is a growing recognition for the fact that for a number of health policy aspects, including preventive health care, cooperation across national borders is beneficial. The presentation considers the position of health promotion within the EU policies, assessing the extent to which the principles of health promotion are present in the policies. To that effect, the Ottawa Charter principles are used as a guideline. A coordinated approach at European level is not only essential for cross border threats, but also provides a more effective response to challenges such as obesity and health problems associated with aging.
