Abstract
(en) In 2008, a new decree has fundamentally reformed the general grants scheme financing all Walloon municipalities for 20-30% of their incomes. This publication explains the political process having led to this reform (incl. experts’ committee, works and debates in Government and Parliament), the reactions to the vote of this decree, a thorough presentation of the new scheme and a first estimate of its impact on local finance in the medium term.
