Our paper analyses the EU external policy regarding forests and climate change. We especially analyse the potential FLEGT-REDD+ linkages built by state and non-state actors at the international, national and local levels, to draw lessons from the EU FLEGT action plan against illegal wood and apply them to the REDD+ mechanism in the forest countries that cooperate with the EU.
