- (en) From its emergence in the 20th Century, think tanks gained popularity first in the United States – in the 1960s –, and worldwide from the 1990s. The think tanks phenomenon in the United States has been translated as research subject in the scientific Anglo-American literature. However, there is no consensus of what constitutes a think tank. Most of the scholars studying think tanks recognize indeed that no typical think tank exists. This absence of consensus is due to a « travelling problem » (Sartori 1970:1033). Definitions and typologies of think tanks are defined and re-defined according to different public policy literature. All of those definitions and typologies do not use what Sartori (1970:1044) called a « universal conceptualization ». Moreover Stone and Denham (2004) consider that the Anglo-American definition and typology of think tanks should be put into perspective. It is relevant to present a European perspective of this concept. Therefore this working paper addresses think tanks in the European Union. Firstly based on a presentation of the Anglo-American literature on think tanks, this conceptual working paper offers a revised think tank definition and typology, specific to the European Union.
