Le portage d'une innovation dans le secteur public, de la figure entrepreneuriale à la figure du bricoleur institutionnel: le cas de l'Université Métropolitaine
(en) Public organizations are encouraged to initiate more and more coordinated actions. Moreover, austerity implemented into states’ sphere had given the “doing more with less” concept as a keystone to be widespread into public organizations. The aim was incorporated into public management. Innovation in administrations is seen as one of the means to transform practices and to bring new opportunities of development. This research aims at questioning the public innovation concept. Practitioners often view this concept as the “organizational Grail”. However, several researches proved there are no preconceived manners to reach an organizational innovation in the ways and in the instruments of one organization. Innovation is more something about context and combining several processes: individual strategies, personal and institutional resources, adaptation to a legal framework and finally the promotion of innovation itself. This paper deals with the creation of the European INTERREG IV A project, the Metropolitan University. This project is scrutinized through the concept of public entrepreneurship. The final purpose is to understand the individual strategies designed to innovate in the public sector.
