Abstract
This article aims to compare the creation of the use of video appearances at court which is taking place in Belgium with the process of institutionalization of this device which is taking place in France. The purpose is to find some answers to understand, at least partly, why, in Belgium, policy makers do not appear to be succeeding, despite their willingness, in introducing into Belgian criminal procedure this new way for the accused to appear in front of the court. This is more surprising given what is happening in France, where the use of videoconferencing to hear a detained accused person occurred in France some ten years ago, since when its field of application has continued to expand.
