Abstract
The title of European Capital of Culture was a step in the process of renovation and development of the Belgian city. Mons, like Lille, is a cross bordering area. Does this location impact the effects of the ECOC? What about the link connecting the label of ECOC and the European values? The chapter shows the added value of such a cultural year on promoting local proudness and recognition, more than any European "identity" or crossborder feeling.
