Abstract
This paper proceeds with a comparison of the governing processes of mega-projects in two European capital cities, namely Paris and Brussels since the sixities. It allows us to make an in-depth study of cases and observe the explanatory power of precise variable related to public action dynamics. Our thesis suggests that state doesn't realize mega-project lienarly as the common theoretical approach argued. Govering mega-project isn't a one-way mechanism. The core driving force of mega-project occurrences is the state "ways of acting" and its mutation. It is useful to explore the state more closely and to assess how and to what degree it has triggered or modified effectively urban land forms.
