Assessment of the road network resiliency in the presence of road maintenance sites: An environmental perspective

Abstract
In road network resilience studies, network performance is examined when disruption and/or malfunction occurs in the network. Most previous studies have examined network resiliency when a natural disaster (e.g. earthquake, flood, etc.) occurs in the network, and less attention has been paid to network performance when road maintenance sites are being set up. On the other hand, previous studies have shown that the presence of road maintenance sites on roads causes numerous changes in road conditions. The effects of road maintenance sites on the road network include 1.Higher Level of Service (LOS); 2.Higher road user and administration costs; 3.Socio-economic impacts; 4.Lower road safety and 5.Environmental degradation (Pollutant emissions). In between which, less attention has been paid to the environmental degradation caused by additional delay in road maintenance sites. Therefore, in this study, the resilience of the road network (from an environmental perspective), in the presence of road maintenance sites, is investigated. Traffic simulation in Aimsun software is implemented, and the Sioux Falls road network is selected as the case study. The closure of one lane in each section represent the presence of road maintenance site. The traffic simulation scenarios cover lane closure in different percentage of network's sections (10% to 80%). For each of these scenarios, the amount of road network resiliency environmental measures is calculated. The amount of emitted pollution by vehicles is calculated using the London Emission Model (which is already embedded in Aimsun). The results of this study show that the existence of road maintenance sites has a significant impact on the production of pollutants in the network. The higher the percentage of sections in which a lane is closed, the lower the resilience of the network is. Also, the results illustrated that the behavior of road network resiliency is not linear in different lane closure scenarios and there is a breakpoint in the percentage of affected sections, after which the network present less sensitive behavior. Decision-makers and policy-makers can implement the outcomes of this study for indicating the road maintenance sites priorities.
