Abstract
(en) The positions taken by international authorities concerning lifelong education manifest widely different educational goals, but mobilize the same means to attain them. This coherence, which is found in European practices, constitutes a example of international determination of local policies: in the name of a noncritical definition of the situation and the common good which it assumes, technocratic authorities determine the mandatory guidelines to follow to face outside constraints in the best possible way. However, these are never debated democratically. They are simply presented as being natural, and no longer socially dertemined. Politics has been replaced by management, which means people who do not decide on the goels to be reached (this would naturally be defined and desirable), but only about the best means to handle them (the means being all the more unquestionable the more the goal is sought).
