- Abstract
- The paper addresses the issue of regional governments’ policy feedbacks and focuses on policy feedbacks defined as legitimation gains. They are operationalized by the level of preference for the regional level. Empirically, the paper shows that regional social policy in Flanders generated positive feedbacks that have increased the preference for the regional level of government over time. On the contrary, in Wallonia, regional social policy generated negative feedbacks that have undermined the preference for the regional level over time. Analytically, the paper draws on Pierson’s analysis of interpretive effect. We explain interpretive effects by the combination of policy visibility, policy traceability and regional identity.
