Abstract
(fr) The political developments in the Democratic Republic of the Congo (DRC) are still influenced by the insecurity and the war in the eastern part of the country. Despite this context, the programs and reforms, qualified as democratic advancement by the government, continue to grow (the reforms of the Independent National Electoral Commission (INEC), reforms of the mining sector, land reforms, economic performance). This article describes the Congolese situation within the period of 2012-2013. It offers a view on governance, mainly on the electoral process initiated in 2011 (still uncompleted at local and senate level today), on the critical assessment of the INEC and on the developments of its reform. Finally it also sheds light on the establishment of the government in 2012. This review also looks back at the security situation in the DRC, with the M23 rebellion dominating the headlines at the time. Given the fact that this rebellion is discussed extensively in another paper of this publication, we will focus mainly on the security situation in the whole of the country, on its consequences and on its assessment by Congolese civil society. We will trace back the political processes, from the Addendum to the annual report to the UN Security Council Sanctions Committee, to the sending of at UN Intervention Brigade to the eastern part of the DRC. Finally, this article tackles some issues of justice and human rights, more in particularly the Chebeya case and the work of Dr. Denis Mukwege.
