- Abstract
- Federalization, decentralization, and fragmentation each pose a distinct risk to the coherence of Belgium’s foreign policy. They complicate its formulation, disrupt its coordination mechanisms, and diminish the scope for compromises. Among other effects, this incoherence tends to lead Belgium to abstain on the international stage. Yet, having the ability to concretely exert influence and gain authority is crucial in the contemporary global system. Indeed, without influence, a state risks the marginalization of its interests. This paper analyses Belgium’s multilateral policymaking process and governance of the last three decades.
