- Abstract
- This presentation aims at developing the concept of global swing states, highlighting their importance for the great powers and the international order. In order to do so, we will first seek to explain the organization of the international system as based on its members’ responses to American hegemony in terms on validation or contestation. This first part enables us to identify countries that, in their foreign policy, do not seem to adopt outright support or rejection of American leadership; these countries will be identified as swing states. We understand these countries foreign policies as a means through which they seek to reach a particular status, each country defining its own goal in terms of status. Analyzing these countries with regards to status-seeking will highlight how their support can be gained, or on the contrary lost. Our final section will focus on the challenges and opportunities they represent for the future of the international order, and how American and Chinese leadership can engage with them.
