Abstract
This article is part of a general project on the production of contemporary norms of aging (Moulaert et Viriot Durandal, 2013). It particularly aims at better understanding the transformation of a concept into a frame of reference (‘référentiel’) in public policy on ageing, studied on the international scene, and consequently describes the stages of its development in the scientific literature and in international institutional productions. Through the frame of reference of ‘active ageing’, we study the process of designation of an international model of ageing and the production of a duty to govern oneself through ageing, by specifically scrutinizing the participation of civil society actors representing older people in this international institutional production.
