- (en) The aim of the International Treaty on Plant Genetic Resources for Food and Agriculture, adopted in 2001, is to promote food security and sustainable agriculture. This article assesses the joint management of seeds in light of literature about the “commons”. Two findings are put forward: the treaty maintains a rights imbalance (exclusive/individual rights for multinationals versus inclusive/collective rights for farmers) and is based on a double discourse consisting of, on the one hand, a wish for a global commons of seeds open to all stakeholders and, on the other, the use of a system suited to researchers and plant breeders. Six invariable principles are then identified as being indispensable for creating a global political commons of seeds and for achieving the objectives of the treaty.
