Abstract
In today's European political discourse, “European values” are often invoked by both defenders of the European project as well as by its detractors. In what follows, I will try to examine who used the term in European institutions when and why and also see how the use, content and impact of the notion 'European values' changed over time. I will adopt a critical approach in which I will focus on the question why 'European Values' are used and what purpose they serve and for whom. In so doing, I hope to shed some light not just on their sometimes-forgotten origins and brief history but also on their current predicaments.
