- While the Central and Southeastern European Countries (CSEEC) have benefited from substantial agricultural trade preferences, in effect since 1992, from the European Community (EC) in the context of the Association Agreements, their agricultural exports to the EC markets have paradoxically declined since then. This can be explained not only by the inability of the CSEEC's agricultural sectors to respond promptly to improved access to the EC market but also the specific conditions governing access to the EC markets. Given recent changes in the EC's agricultural policy and the Uruguay Round agricultural trade agreement, an export strategy is suggested for the CSEEC.
