Abstract
(en) Quebec’s lobbying regulatory framework currently excludes from its scope lobbyists working within non-profit organizations (NPOs). This exemption has been the subject of criticism from various actors in the lobbying and public policy field. The Quebec Commissioner of Lobbying has recommended that the legislature amend the law to broaden its scope by including more lobbyists — a proposal to which many NPOs are opposed. The Commissioner’s recent media campaign, aimed at promoting the right to transparency and advocating for reform of Quebec’s lobbying framework, presents a timely opportunity to examine the possibility of subjecting all NPOs to the Lobbying Transparency and Ethics Act. In order to shed light on this issue, the analysis seeks to assess the potential impacts of such a legislative amendment on the legitimacy of NPOs as interest groups. This article thus offers a new perspective on the debate regarding the inclusion of lobbyists working within NPOs under the scope of Quebec’s lobbying regulatory framework.
