Abstract
(en) In this paper we consider two issues related to Higher Education and the Subsidiarity Principle; the former deals with the cross border mobility of students, the latter with the mobility of the academic community across universities and national or regional borders. In both cases we compare various designs of centralization and decentralization and suggest a way to evaluate the cost or benefit of the Subsidiary Principle.
