Dimensões, sentidos e vicissitudes das dinâmicas dos actores sociais no processo de desenvolvimento local em Cabo Verde : o caso da ilha de Santo Antão
(en) The work presented here focuses on the problems of social development and transformations which occur in Capeverdean rural area examined from three rural areas sites in the Santo Antao island. It has also been oriented by the objective which is to analyze and understand the multiple aspects of the social actors’ dynamics in the local development process led in this island since 1991, which was when the transition from the single party to multiparty took place. The investigation is embodied in a case study and was conducted based on qualitative method principles. Through this synchronizing effort, the data were collected by using on the one hand, the documentation techniques based on literature review and on the other hand, the non-documented techniques, done with the interviews application of semi-steering and direct observation types. The achieved results suggest that the endogenous social actors, taking into account the logics that cause their dynamics, have played a prominent role in the rural areas development process, in principal because they assume themselves as one of the main promoters of global policy dynamics conducted by the State. The logics that each social actor transmits on its actions in the rural social space are focused on a broad cooperation and interdependence relationship and they have as result the emergency of a new social interaction structure. Through this latter, the endogenous social actors play a major role in defining the areas of action of the other actors and hence the rescaling of the political space. The new social interaction structure, is the result of a stressed flexibility at the level of social and normative relationships between "dominant" and "dominated" and this fact, beside being an advantage for the "dominated" has been the basis for the social transformation of the rural localities in Santo Antao, and thus it identifies itself, ultimately, through new forms of responses of these actors with the factors that influence the material and social dimensions of their existence.
