- Abstract
- (en) This research addresses Russian Foreign Policy towards the EU under Yeltsin (1992-1999). The first part examines foreign policy theories as tools for the study of Russian foreign policy in the 1990's. The argument is that change, during this period, affects all the parameters usually used for foreign policy analysis. Therefore, the second part turns to change studies (more specificallly the branch of transitology) to define the limits and specific dynamics of transition. Transition is considered in the fields of state-building, policy-making, economic transformation and identity. The structure provided by transition studies allows us to summarize transformation on a systemic level, then to focus on the four dimensions of transformation on the level of foreign policy. With this in mind, foreign policy making and implementation in relation to the EU can be properly studied. Research on this topic is based mainly on Russian publications and diplomats' memoirs, shows that Russian foreign policy towards the EU shifted from "benign neglect" and immediate interests towards defensive realism and mid-term policy thinking.
