Abstract
A hybrid DCT coding method is described that has been proposed to the Kurihama tests organised by ISO/IEC JTC1/SC2/WG8 in November 1991. The scheme includes the composition of pseudo-progressive frames as a first step of the coder. Then the motion compensated prediction technique is used to exploit temporal redundancy. The quantization parameter is given by a linear relation with the buffer fullness. Finally, the mechanism of the U-VLC is explained in detail.
